Quick answer: how much does Paraguay residency cost?
The Migraciones fee is ₲2,926,925 (about US$500) per person for temporary residency, and the same again for permanent residency about two years later. Mercosur nationals pay ₲2,341,540 (about US$400) for temporary residency. The cédula, certificates and certificado de radicación add about ₲320,000 (about US$55) per adult across both steps. Home-country documents and any lawyer or gestor are extra, and they vary by country and by provider.

Fees are the Migraciones table in force from 1 July 2026 (cash prices; card payments cost slightly more). They rise every July with the minimum wage. US dollar amounts use the Central Bank of Paraguay reference rate of ₲5,851 per US$ on 1 October 2026.
Migraciones residency fees from 1 July 2026
Migraciones sets its fees in daily minimum wages (jornales). The jornal has been ₲117,077 since 1 July 2026, so every fee below changes when the minimum wage is adjusted next July. These are cash prices; paying by card costs slightly more.

Home-country documents
A national criminal record certificate from your country (or every country you lived in during the last 3 years), plus your birth certificate and civil-status certificate. Each must be apostilled (or legalised) and translated into Spanish. Prices depend on your country. See the apostille guide.
Lawyer or gestor
Not required for residency, and fees are not regulated. Get a written, itemised quote. Read DIY or lawyer before you decide.
Interpol and police-for-foreigners certificates
Both are required from age 14. Paraguay does not publish their fees online, so they are not in the total.
Notary-certified copies
The cédula application asks for a notary-certified copy of your residency card. Notary fees are set by law; see the notary guide.

How much does Paraguay residency cost in 2026?
The Migraciones fee for temporary residency is ₲2,926,925 (about US$500) per person, and the fee for permanent residency is the same again about two years later. Mercosur nationals pay ₲2,341,540 (about US$400) for temporary residency. On top come small Paraguayan fees (cédula ₲8,500, police certificate ₲24,500, judicial certificate ₲43,051, certificado de radicación ₲234,154), your home-country documents, and any lawyer or gestor you hire.
Is the permanent residency fee different from the temporary one?
No. Both are 25 daily minimum wages, which is ₲2,926,925 in cash from 1 July 2026. You pay the temporary fee when you first apply and the permanent fee when you change category, in the 3 months before your temporary card expires.
When do Paraguay residency fees change?
Every 1 July. Migraciones fees are set in daily minimum wages (jornales), and the minimum wage is adjusted each July. From 1 July 2026 the jornal is ₲117,077 (Decreto 6225/2026), up from ₲111,502, so the temporary residency fee rose from ₲2,787,550 to ₲2,926,925.
Do children pay the residency fee?
Each applicant has their own residency application and fee. Since July 2026 children aged 0 to 17 are a separate category that does not have to prove economic means, and their parents must already hold residency or apply at the same time. Criminal record certificates are required from age 14.
Do I need to show money or a bank deposit?
Not for temporary residency. For permanent residency, applications filed from 6 July 2026 must prove economic means under one of 12 categories (employees, self-employed, remote workers, retirees, property owners and others). No minimum amount is set, a degree on its own is not enough, and the old Paraguayan bank-account certificate option was removed.
Why does the calculator not include lawyer fees?
Lawyer and gestor fees for residency are not regulated in Paraguay, so any single figure would be a guess. If you have a quote, type it into the optional field. Ask for a written quote that lists the government fees separately from the service fee.
How much do Uruguayans pay?
Uruguayans can apply for permanent residency directly, without temporary residency first, and the residency fee is waived under Ley 6774/21. They still pay for the cédula and the Paraguayan certificates.
